[TVARC] FT8 Templates AND FT8 Operation Protocols

I haven'y seen the flagrant abuses that Frank refers to,
but I have no doubt they are occurring. I think an operating
guide for all the currently used digital modes would be great. Just don't
limit it to FT-8!
