[TVARC] Updated FCC database

Congrats again to all who upgraded at our last exam session on 1/30.

I see the database on QRZ.com has been updated as of yesterday, so all you
new extras that were using the "/AE" on the extra class segments of the band
no longer need to use it. You guys are now legal.
