It is up to the other station to do his own logging.
If he chooses not to hang around for a 73, that's
his choice and there is nothing you can do about
it. The important thing for you is that you copied
his call and your report correctly.

I think the RR73 in place of a regular 73 means
he has received your report and he really doesn't
care if you confirm his report back to him or not
and/or he is reasonably confident that you have
received his report and that no repetitions will be
necessary.
