[TVARC] SPOT VILLAGES

As some of you know, I am working on setting up a DX Spotting Network for The Villages.
I am very close to having an operating system and may actually have something working this weekend.
Since this network is new, I have generated a general document to describe the network, and provide some guidelines for its use and operation.
I am attaching a PDF document for you can review and provide comments.
As a note: the network will use standard SMS texting to any phone or computer or any device that can read and send text. For most, we have set up texting to use wifi when available - otherwise, the text will go through your phone network and will then count towards any text limit you may have. Please keep this in mind.
