[TVARC] (no subject)

For the past 2 weeks I have tried to login to echolink. I use public proxy,
N9MUF-OVATION. The station list does not load, says time out. Then it says,
network problem proxy connection failed. I have looked at the proxy list
and it says N9MUF-OVATION is busy. Does that mean it can't be accessed?
Other listings says ready. I am at my wits end
