[TVARC] DXpedition Hunting

Regarding TO2SP, I had received an advanced notice from Rich, K1CC that
he would be joining the SP team in St. Bart for the DXpedition.  He said
that the convoluted way the French assign calls (e.g, TO instead of FJ)
is why they got TO2.  There have been a lot of TO calls in the Caribbean,
mostly for FG or FM.  

Rich was involved with the rest of the YCCC group in 2014 for the WRTC
event.  His specialty is statistics which he applied to careful sorting
of the locations for the stations we set up to level the playing field.
