[TVARC] Fw: Format test

Well, that's a big NO, so I sent a message to the QSL.net folks to ask 
whether plain text is a REQUIREMENT or
a RECOMMENDATION, and if it is a RECOMMENDATION, how can I override it as 
the list administrator.
I will pass along the answer when I receive it.
