[TVARC] APA Consultant to HOA Association

Attached is the consultant's report to the Home Owners Association national
organization from 2015.  It is no wonder they are against amateur radio when
you read his report.  He is K6RWB and I don't think he has been on the air
like he claims.  Just about everything he said in the report is old stuff
and negative.  He used the term "shack" without explaining that it is a room
where the ham uses for operation.  You can imagine what a HOA member thinks
of a shack as some simple room a ham adds to his house. (How about an "out
house" in the back yard.)  He also talks about using 1000 watts to talk
across town.  He doesn't explain that this was back in the spark gap age.
