[TVARC] Second Thoughts on HR555

I've read Jim the article written by Jim Talent, N3JT on the proposed
Amateur Radio Parity Act, now being considered by the US Senate.  And he
brings up some really important points:

 

.         It does not specify enabling us to operate on ALL of the ham
frequencies, and could be construed by The Villages to just apply to VHF or
UHF permission, with just an "effective" antenna.  Lots of wiggle room
there.

.         We'd need to get "prior approval" to put up an antenna.  What if
they don't respond at all?  Then what happens to the stealth antennas we're
now using?  Are we violating the law?

.         There seems to be a shift in responsibility: with the existing
PRB-1, the onus is on the local government to rebut an amateur's assertion
that some rule does not allow reasonable communication.  That would now
shift to us to prove we need it.

 

I'm not sure why ARRL has allowed this bill to get this far with those
really bad provisions.  Hopefully the Senate will correct this.  I'm not
holding my breath.
