[TrunkCom] Monroe County, Mich., delays emergency system vote

That's what happens when you have a town meeting.  This is exactly why the 
amity school district in CT never got a budget for 2 years.  No one would vote 
yes unless the refusing chairman stepped down.  Finally at the end of the year 
the AG said enough.  Forget 03 and move onto 04.  Same thing in Monroe, but 
with the town budget.  Just don't buy new cars for a couple years.  If the 
government is going to pay 80 grab it.  Why do they have a phone surcharge?  Vote 
in Alderman to represent you.
