This is what Connecticut should do.  As of today they only allow constables 
on the system that are dispatched by troops.  They should allow towns like 
Shelton with poor radios to join.  Like most other states they should allow Dep to 
join and scrap the 44 freqs.  But they won't so....  Is the fed side of 
MSPSCS encrypted?
