Sure Ron.

You can use some of the more popular software packages to control the
scanner, Radio Manager, ARC, etc.

Use Windows Media Encoder, or Real Audio Encoder to stream the audio.

Use TightVNC - www.tightvnc.com to remotely control the computer.
