[TrunkCom] How Soon?

How soon will the Cuyahoga County area be completey 
on-line?  I would like to know this because that might
give me a time frame as to when to get a 9.6K
compatible radio scanner.
Also, it was mentioned that bigger population areas
might not be joining this system.  Could it be
possible that in Cuyahoga County the M.A.R.C.S. T.R.S.
could absorb the Cleveland, Parma, & Southwest T.R.S.
frequencies thus increasing capacity on the State's
M.A.R.C.S. T.R.S. system?
