[TrunkCom] New MARCS stuff coming on line

OK folks, open up your ears real wide, there's all sorts of interesting 
new stuff coming on line for MARCS.

1. ODNR.... Terry Mefford and I heard an ODNR wildlife unit testing 
every talkgroup in his radio last night with Columbus; between what was 
heard on the London site and what was heard on the Columbus site (and us 
coordinating on the phone as this was happening), we managed to ID every 
talkgroup:

2. OSP... Looks like OSP District 2 is now or is about to go on line; I 
heard a unit talking to OSP Bucyrus (District HQ) last night, a first here:

16448 - OSP District 2 command or special

Also, 9360 is PERMIT-1; it's been used quite a bit for weekday chit-chat 
here in Columbus, and based on the unit numbers and conversations I'm 
99% positive it's the ODOT motor carrier permit unit, as theorized by 
Jeff Pryor. It could be OSP, but I don't think so; it sounds way too 
informal for them.

3. EMA... EMA was fairly busy during the recent flooding (they didn't 
show up at *my* basement, however; I feel left out). In addition, most 
local and county EMA offices now have their MARCS radios and test them 
regularly (and listening to *that* sure is a hoot sometimes!).
