Yes, the battery pack can be charged outside the radio. The only catch 
would be making an adapter plug for the thing to plug into. I got around 
this with my Maha charger by using the charger adapter plug, and using 
small pieces of wire to stick into the plug pin holes.

One of these days I'll take apart one of my extra battery charger 
cradles and remove the parts inside so that I can connect it directly to 
my Maha NiMh charger.
