Won't be possible...
The reason, Size Code S-14 uses 4096 IDs, or all 8 blocks.
S-14 can 'ONLY' be loctaed in Block #0.  If so, that will make 
it impossible to key any any other Size Code. All eight
blocks are eaten up by this one size code.

Size Code S-13 can only be key-ed into Blocks #0 & Block #4
S-13 eats up four blocks.

Size Code S-12 can only be key-ed into the following Blocks:
Blocks #0, #2, #4 & #6.  Size Code S-12 eats up two blocks.

Foir the 900Mhz Edacs beeps, well I too have noticed soime
strange things with those in my Travels across Illinois monitoring
the Ameren/UE Power Plants.  But hey, the scanner does work
with it.  But, if my memory serves me correctly, those beeps
were audible on my 780xlt too.  I dismissed it as normal.  It 
has been sometime since I last monitored the Central &
Southern Illinois Ameren/UE 900Mhz Power Plant Trunk Radio
Systems.  .
