Jeff;

700000 is simply the number Uniden came up with to allow the user to 
plug in a magic number to put an "all private call" ID in their scan 
list rather than a specific ID. I don't remember the procedure for EDACS 
systems.

Moto uses 7 as the ID prefix for private calls on a Motorola system, 
just as 8 is the prefix for talkgroup decimal notation. Moto did this to 
keep the two distinct since they often overlap (there can be both a 
talkgroup 101 and a radio ID 101, for example, so to keep them separate 
the decimal talkgroup is listed as 800101 and the radio ID is listed as 
700101).
