The link below will take you to several audio recordings I made of audio from
frequencies that are part of the new PA Open Sky system. 

The data stream heard in the recordings appears on almost all frequencies
licensed for the system.  When I made the recordings last year, the system was
only in use for State Police MDT's.  Since that time, PEMA has come on board
with voice (although there are only a handful of PEMA people who would actually
utilize radios).  At the present time, DEP is procuring equipment for their
office in the southeast part of the state and should be on the system some time
this year (unless the budget crisis kills that).  I have no idea when PSP will
move their voice comms over to the new system.
