[TrunkCom] Primary And Secondary Control Channels

I am sort of confused.  There is a listing that
contains Primary and Secondary Control Channels.
Now since most Control channels/frequencies rotate
through some of the frequencies or all of the
frequencies in a system, how can there be a Primary
and a Seconday Control Channel/Frequency?
This is new to me.  Maybe somebody could explain this
to me.
