SCAT and VOC aren't exactly air interfaces. They just allow the
control channel to switch to voice when all voice channels are busy.
No trunktrackers support this and probably wouldn't perform well since
all they really can do successfully is track a simple conversation.

A local ASTRO-only system has a few single channel VOC trunking sites
and another three channel VOC site. It's not a real loss to miss the
conversations. And VOC is meant for small, fill-in sites anyway.

VOC can be used on any band as long as the system is SmartZone and up.
SCAT can probably be used on any band.
