[TrunkCom] Wayne County Road Commission and other type I users on Wayne County TRS

Hi everyone.  Last year around Christmas I heard that Wayne County Road
Commission didn't want to migrate to type II units on the Wayne County TRS
until the snow season was over, and warmer weather arrived.  Well, both
have come and gone, and another bad season is on its way, and I was just
wondering what is the delay now?  I knowthat digital for roads and the
jail, and the remaining type I units.  I would have thought they would
have at least moved to type II analogue.  Does anyone have any more
information?
