That is my understanding too.  I was puzzled by the claim of decoding
talkgroups subaudibly off a digital voice channel.  If I remember
correctly, when I had my PRO-92 (for 2 weeks), I tried it on the FL state
system and got unusual talkgroups popping up, so he is either getting the
same thing, or was using it in control channel mode.
