NO, you are mixing LTR and EDACS systems.  On EDACS systems, 02-031 is
AFS format, a format found in Uniden-made scanners (and newer Radio Shack
models like the PRO-93).  02-231 is not a valid AFS talkgroup.  Decimal
231 however converts to AFS 01-127.

LTR, however, would be displayed as you stated.
