[TrunkCom] Programming EDACS into Pro 92

I've got a Pro 92 from RS that I'm programming for a friend. I've got the
Motorolover channels programmed properly but I'm not having any luck with
the GE stuff. After inputting frequencies and ID's, the radio doesn't scan
Clearwater's system.
I've got 11 channels for the Clearwater system programmed into the scanner
and they are in the proper order. I've got them all listed at 'ED' (EDACS)
and as the manual says: "If you are storing frequencies for an EDACS system,
you must store them in logical channel number order, with the first
frequency in channel 1 for the current bank." But... elsewhere in the
manual, dealing again with the EDACS mode, the manual says: "...you must
program the frequencies in LCN order, starting with Memory 01."
I've tried placing the 11 frequencies into the scanner in the proper order,
in the 2nd band. It starts at channel 200. Channel 200 is also know as
channel '00' for that bank. The manual says "channel 1." I've debated just
what channel 1 is and tried both. Starting with 200 and 201 both do nothing
for me.
Where I think the problem lies is in the programming of the individual talk
group ID's. EDACS ID's appear to have 5 digits associated with them, such
as 02-021. The manual says: "EDACS talk groups IDs are entered as a 4-digit
decimal number from 000- to 4095." Another item that doesn't fit the puzzle
is the quote: "Enter the talk group ID and press 'enter'. If necessary, use
the decimal point for a hyphen." Well... it don't like hyphens - it don't
like decimal points. It bonks at you. Nothing but a 4 digit ID is going
into this scanner.
Anyone got a clue as to how this thing comes together?
The alpha tags on this model are cool and a definite improvement over the
older Trunktracker I that I've got.
None of it's any good though if you can't make it scan.
