[TrunkCom] Multiple Repeaters/Sites

With multiple sites/repeaters, how do radios know
which control frequency to lock into.
Also on http://www.trunkedradio.net; it mentions that
the Greater Cleveland Regioonal Transit Authority will
be using a E.D.A.C.S. Wide Area T.R.S..  Is that any
different then a regualr EDACS TRS?
