Just a follow-up post to wpa's regarding the state of FL system:

It has been reported that the state of FL is looking at Com-Net's System
Key application, which is an encrypted version of the EDACS control
channel.  With system key enabled on an EDACS infrastructure, it
will/would be impossible to actually track the State of FL system.

Right now, the system is being deployed w/o the system key option, but
will be enabled when the feature is further developed and released for
production.

It is quite possible that this system will be TOTALLY unmonitorable...
