I have tried to listen to this system several times over several
years and never heard any traffic.  I believe they may be on 
UHF LTR trunking but there were no other frequencies 
licensed to that location the last time I checked - which is 
about one year ago..

I found WPQC447 for Luxor using
451.450,  451.825,  451.950,  452.125,  461.850 & 463.600, 
which seems to confirm my suspicions.  But I can not ascertain
that they are in fact the correct frequencies as I have not yet
monitored them.  I'm going to have to bookmark this site and
check it out before my next visit to LV.  I wish I had a LTR
scanner as there are quite a few UHF LTR systems in LV, but.....
