[TrunkCom] 24 MHz of spectrum allocated to public safety in the 700 MHz band

On Friday the FCC issued another "Memorandum Opinion And Order" on
  the 24 MHz of spectrum allocated to public safety in the 700 MHz
  band, cleaning up lots of different administrative and technical
  issues: secondary trunking channels should be evenly spaced among the
  allocation, no guard band is required for those secondary channels,
  no mandate yet to require pre-coordination database before licensing
  the frequencies, declined to establish channel priority levels for
  use in emergencies, declined also to establish nationwide channel
  assignments, and decided that no transition period is necessary
  before requiring use of the Project 25 digital radio standard on the
  interoperability frequencies.
