May I ask an elementary question here?  Isn't all this "Nextel"/Public
safety interference problem caused by the original decision by the FCC
to not allocate specific segments of the 800-MHz band to specific
services, as had always been done before on the lower bands?  Lower
bands had IB & PP & PF & so on, so co-channel and adjacent-channel usage
within band segments would be more compatible.  With 800 band, however,
it was first-come first-served on each frequency in each service area?
