The FCC is asking for comments on the state of Florida's request for
  waivers that would allow it to consolidate site-by-site licenses for
  its state-wide 800 MHz trunked radio system, and use geographic
  licensing. The state has 39 channels at 12.5 kHz spacing in the 800
  MHz band. The state points out that the frequencies completely cover
  Florida, "make it virtually impossible for any other licensee to make
  use of that spectrum," and that the geographic license would reduce
  the state's administrative burden of tracking all the licenses and
  sites.
