I wonder if this will be a trunked system. If so, will other states
try to do this? Also, is it possible that this is a fore runner to a
NATIONAL trunked system? I mean, some Cell phone companies already
make it possible to have national calling plans. So why NOT a
national trunked Public Safet system. Eh?

The Capital Wireless Integrated Network (CapWIN)
project is a partnership between the States of Maryland and Virginia
and the District of Columbia to develop an integrated transportation
and criminal justice information wireless network. This unique
project will integrate transportation and public safety data and voice
communication systems in two states and the District of Columbia and
will be the first multi-state transportation and public safety
integrated wireless network in the United States. The project will
have national implications in technology transfer including
image/video transmission and the inclusion of transportation
applications in an integrated system. National observers will be able
to monitor the progress and development of the system during the
evolution of the project. This project can potentially build a
foundation for networks throughout the United States and other
countries. The project will be done in two phases: initial strategic
planning phase currently underway (year 1) and the implementation
phase (years 2 and 3).
A pilot test will be initiated during the strategic
planning phase of the project. The pilot will include a minimum of
six, and up to fourteen, in-vehicle systems that will allow messaging
between police vehicles in Maryland, Virginia and Washington, D.C.;
transportation vehicles in Maryland and Virginia; and local fire
vehicles. These mobile platforms and other developed transportation
and public safety systems will be operationally tested during this
project. Ultimately, a network will be implemented that supports
multiple in-vehicle platforms. In the second year of the project the
goal is to have at least 30 vehicles communicating on the network
using multiple mobile data platforms. These will include additional
state and local police, fire, and EMS vehicles as well as state DOT
service patrols. The goal for the third year will be to, at a minimum,
double the year two-vehicle deployment.
A strategic plan is being developed with input from
transportation and public safety agencies (federal, state, local)
serving the Washington Metropolitan area to determine the following:
functions needed, system requirements, security requirements,
information priorities, evaluation methodology, a multi-year phased
implementation strategy, and a long-term business plan that will
address ongoing operations and maintenance.
