Well, I think that this can be done, but there are considerations as to
what you would want out of a system.  Connecticut is a smaller state, but
they have mountains and things also to consider as well, and they are
putting up a digital TRS for  the whole state as well.  Is  PA on Low-band
highband?  If low band they have skip to be worried about  I know that
when Motorola was planning on building this system it was going to be for
mobile and portable coverage across the state on 800 MHz, and possibly
other bands and additional 800 MHz frequencies.
