[TrunkCom] Programming BC 245XLT

I need help!  I just can't figure out how to program this Trunk Tracker. 
I'm trying to program an EDACS system for Spotsylvania County, VA.   I've
got the frequencies and all the talk groups.  Here's my problem--the
scanner rarely scans because it's always getting hung up on a data
channel.

I'm sure I'm missing something really obvious. But for the life of me I
can't figure this thing out.  I really miss listening to things taking
place.  I need some serious help!
