[TrunkCom] older type I and II Motorola sticks

The STX  can do 96 personalities X 16 Talk Groups.
In the mode summary screen the talk groups will show they are stopped
out (Not defined) RSS, however you can overwrite them. The total is 1440

This can be done with the standard software on the STX 821. I copied the
Engineer that has successfully done this in case you have more questions
