This isn't  making a whole lot of sense since it is the tax dollars from
everyone in the state that is picking up the tab for all of this.  I'd
think that if the system were doing well we'd be hearing about it.  Here
in Michigan  our's wasn't and still isn't working well to some people's
standards, but everyone has been quite  open about it.   enspite of all the
problems with it the system is growing all the time.
