This is pretty much an agency-based decision based on the expense and a 
genuine need to do so. From what I'm told the radios are apparently 
flash-upgradable to APCO-25 specs as is the system itself.

I've been told by several prople in the Cleveland FD that the city plans 
to upgrade their system to APCO-25 capability so that it is compatible 
with Ohio MARCS (there's that "need to do so" part of the equation), but 
so far I've seen or heard no evidence that they're doing so.
