[TrunkCom] Off set frequency

Had a friend call me last night with the following 
problem.
    He was programming a federal trunk system
on his trunktracker when it ask him to enter the
off set frequency.The display was showing 380 on
it.
So he try to enter a frequency and it wouldn't take
it.
   It would only take numbers from 380 to 759 only.
It wouldn't take numbers from 0-379 or from 800 on
up either.
He is concern if he doesn't enter the correct number
he won't be able to listen the federal trunk system.
    What does the numers 380-759 mean and if the
proper number isn't enter will you still be able to
hear the federal trunk system that you program in.
