Until Uniden actually releases the new scanner and supposed digital board
all you can do is guess.

Perhaps the licencing fee from DVSI is quite steep and not everybody will be
able to afford the digital board at first.  The 785 might just be an
upgraded 780 with a slot for the digital board.  Those that don't need the
digital board can buy the base 785 and not incur the extra cost.
