I am only speculating, but here are my thoughts as to why they might not be 
including the digital capability already built in.

The new units will have features the current ones don't, even without the 
digital card (e.g. 1100 channels vs. 500 for the 780).  Keeping this in 
mind, they can cater to three user communities.  First, they can sell the 
scanner without digital to customers wanting to upgrade their equipment, 
but do not need digital capability, and would not make the purchase if the 
cost is too high because of an undesired feature.  Second, they can sell 
the unit and card to people wanting digital, perhaps with a package 
discount.  Third, they can sell the card at a cost higher then if the card 
was bought with the scanner as an after purchase option to users who later 
need digital if agencies in their area change. This gives them a pretty 
flexible marketing strategy.
