Licensing and personal preference.  In the commercial bands, they will
start with the frequencies they are licensed for.  Once that part is
known they can then taylor the system accordingly, and pick whatever
layout they want.  In the federal/military bands, I'm not sure if they
request specific frequencies (if I remember correctly from the NTIA), or
are assigned them, but whatever method they use to get the frequencies,
they then do the same as commercial systems in tayloring the layout
accordingly.

I have not found any UHF or VHF commercial Motorola systems in the U.S.,
only in Canada.  But federal/military ones are found throughout the
country.
