I think what we're talking about here is simply a number of cross-band repeaters tied in to the TRS as a talk-group. PERM-NET is simply a talk-group label that they use to designate this set up. It's not a system of itself, like a Nextel or such.
Other areas of the country have done the same thing, which makes a lot of sense when you have various agencies operating with different, non-compatable radio systems. I know in the Tucson, AZ area, they have a VHF-hi, UHF and 800 conventional repeaters all
tied in to each other, so any agency can select this repeater on their own radios, and talk to an agency on a different radio setup.
