[TrunkCom] Oakland (CA) PD Systemn & RS PRO-91

1-Does anyone know what trunking system is used by the Oakland, California PD?

2-Does anyone have any comments on, or knowledge of, the Radio Shack PRO-91?  It is on clearance at one of my local RS's for $100.
