In Midland the various agencies, including DPS, TABC, Sheriff, Police, Constables, COPs, Schools Police, College Police, etc., etc. can communicate with each other via PermNet, which appears to be a translator setup which "hears" all systems and "talks" on all systems at once, having its own talkgroup on the TRS.

PermNet can be instantly recognized, on the EDACS TRS at least, by the modulation:  For some reason, the people who set it up decided that if 100% modulation is good, 200% must be twice as good!  Transmissions are monstrously loud, with distortion and splatter not to be believed until heard.
