Then why would they license them as trunked if they were not going to use
them as such?  It would not be unusual for them to get a trunked system. 
Ericsson stadium in Charlotte, NC uses their own 800-MHz EDACS system;
Atlanta Stadium uses their own 900-MHz Motorola system.  UHF trunked
systems (both Motorola and LTR) are in use throughout the U.S.
