I have the opportunity to get a used Motorola W7 ASTRO Spectra at a good
price.  The transmit component will be disabled.  I have checked with local
authorities and have been told that a two-way radio used solely as a
scanner/receiver is legal in a private vehicle.  Since, I lack any technical
knowledge about how scanners or two-way radios work, I need your assistance.
If I were to have the frequencies and talkgroups programmed into the radio,
analog or digital (without encryption), will the unit work?  My gut feeling
is that I am missing something.  Any technical advices will be greatly
appreciated.
