[TrunkCom] Logic Channel Numbers

When programming in EDACS and LTR systems and the
system has some Logic Channel Numbers that do NOT have
any frequencies but instead are blank as i nthe
following example:

LCN 1 866.6625

LCN 2 866.7625

LCN 3 000.0000

LCN 4 866.9625

can one skip programming in the 000.0000 frequency or
does one have to program in this frequency even though
it is all zeros.  Also, can this frequency be LOCKED
OUT in the scanner or does the scanenr have to be able
to scan it?
