No,
       It's not a bad ground. What you are doing when you grab the antenna or 
add the wire to it is actually making it longer (your arm and whole body) and 
are conductive and therefore "become" part of the antenna. 40Mhz technically 
requires almost a 6 foot antenna. Anything you can add to a stock back of set 
scanner antenna will help for freqs lower than roughly 150Mhz.
