Yes, they sound different.  And, the Trunk Tracker cannot lock onto the
9600 baud control channel.

So far all of the federal military systems I've found are using the
3600-baud control channel, although I have been told of a new 9600 baud
system in the Atlanta area.  There are only a few systems using 9600
baud, including the state of Michigan.
