Couple of reasons:
1. Cost = not everyone needs a digital scanner, but may still want the
features that the scanners themselves offer. The portable 250D, for
example, has more features than any other portable scanner Uniden has
ever made, such as alpha numeric display, LTR, etc (essentially like the
780xlt in a portable, digital-capable package). Why pay another $290 for
a digital card if all you need is the scanner, or there are no APCO-25
digital systems near you yet.
2. Future digital capabilities (this is speculation) = perhaps they will
be able to offer other digital modes in the future, or upgraded APCO-25
cards.

A slot, similar to a PCMCIA card found on a laptop computer.

It's not hard at all. Buy the card and insert it into the scanner and
you're all set. They *could* sell the scanners with the card in them,
but they would simply charge you the same as though you bought both
separately.
