[TrunkCom] 'Call 911' on the Discovery Civilization Channel

Nope.  Philly still is on 453 MHz (and a little 460 MHz).  It's digital 
trunked 800-MHz system was activated for the Republican and Democratic 
presidential conventions in 2000, but still is not being used for dispatch.
